Jordan’s Ministry of Environment is constantly seeking to protect the environment and guide the sustainable development of Jordan’s precious natural resources.

Accordingly, the Ministry continues to exert efforts in preserving the environment, in collaboration with all partners and stakeholders active in the environmental and other crosscutting sectors.

The Ministry of Environment’s Strategic Plan (2017-2019) has been developed at a time when Jordan is witnessing various internal and external changes and challenges.

This effort has also been conducted in response to the instructions of His Majesty King Abdullah II Bin Al-Hussein in prioritizing the environment to ensure the development of the legislative frameworks, building capacity of skilled personnel, and activating partnerships to protect it.

The Ministry’s vision is to lead in protecting and sustaining the components of the environment for a better life. Its mission is conserving the environment, through developing legal, strategic and policy frameworks, in addition to spreading environmental culture, enhancing environmental monitoring and law enforcement, and transitioning to a green economy within a participatory approach, and a supporting institutional structure to achieve sustainable development.

The Ministry has been mandated as the competent authority in the protection of the environment in the Kingdom, and therefore official and civil entities shall implement the legislations, instructions and decisions issued by the Ministry in this regard.

Strategic Objectives:
1. To protect and conserve ecosystems and environmental components.
2. To prevent and reduce the negative impacts on the environment caused by pollution and climate change.
3. To raise public awareness and behavior change on environmental protection.
4. To develop the capacities and anchor a culture of excellence.
5. To improve partnership with the private sector in priority sectors.

• The increase in pollution levels due to the increasing expansion in service sectors, such as transportation, energy; in addtion to industrial sector, and the weaknesses especially those caused by the Syrian crisis.

Main Projects:
• Rehabilitation of Ecosystems in the Badia 2011-2019 (160,000,000 USD): aims to rehabilitate pastures, water resources and wildlife in the Badia, which have been damaged by the Gulf War in 1990/1991 due to the large number of refugees and overgrazing in the Jordanian desert.
• Mainstreaming Rio Convention Provisions into National Sectoral Policies in Jordan 2016-2018 (1,950,000 USD): aims to deliver global environmental benefits through more holistic and effective management of the natural environment to meet national socio-economic priorities. To this end, the project’s objective is to mainstream Rio Convention provisions into three key  national sectoral policies: biodiversity, combating desertification, and climate change.
• Strengthening human resources, legal frameworks, and institutional capacities to implement the Nagoya Protocol 2017-2019 (350,000 USD): aims to assist Jordan in the development and strengthening of its national ABS (Access to Genetic Resources and Benefit) frameworks, human resources, and administrative capabilities to implement the Nagoya Protocol on Access to Genetic Resources.
• Mercury initial assessment project 2016-2018 (200,000 USD): aims to undertake a Mercury Initial Assessment to enable the Government to determine the national requirements and needs for the implementation of the Minamata Convention and establish a sound foundation to undertake future work towards implementing convention provisions.
• Protection of the Environment and Biodiversity in Jordan PROTEB II 2016-2019 (€ 5,100,000): aiming at strengthening Jordan’s environmental governance capacity, decentralization, and hazardous waste management.
• Sustainable Use of Ecosystem Services in Jordan EKF-ESS 2014-2019 (€ 5,000,000): aiming at sustainable use of ecosystem services in Jordan, and development of national guidelines for the integration of ecosystem services into policies.
• Improvement of Green Infrastructure in Jordan through labor-intensive measures CfWGI 2017-2019 (€ 7,000,000): the up-grading and further development of Green Infrastructure through jobs.
• Supporting Effective Governance for Nationally Determined Contribution (NDC) Review and Implementation 2018-2020 (€ 2,000,000): aims to contribute to achieving the NDC mitigation targets and low-emission development.

Transition towards Green Economy:
The Ministry of Environment is committed to enhance the process of gradual transition toward green economy through developing strategic and action plans that lead to implementation of green sustainable projects. This is done in cooperation with all relevant stakeholders including both public and private sectors and NGOS.

The United Nations Environment Program (UNEP) defines a green economy as one that results in “improved human well-being and social equity, while significantly reducing environmental risks and ecological scarcities” (UNEP, 2011), where a green economy aims to be low-carbon, resource efficient and socially inclusive to achieve sustainable development (UNEP); In contrast to mainstream economic development that relies on depletion of resources, and causes adverse impacts on environment, the Green Economy defines another approach; one that is based on efficient use of available resources, uses cleaner technologies, results in minimum impacts on the environment, and takes the social dimension into account in a sustainable manner. This means providing more jobs, reducing poverty, and contributing to sustained economic growth (also known as green growth).

The Ministry of Environment, with support from the Global Green Growth Institute (GGGI), has developed Jordan’s National Green Growth Plan (NGGP) for Jordan with targets and projects across the key sectors of transport, waste, energy, water, agriculture and tourism. The NGGP aligns with Jordan’s NDC’s, Vision 2025 and ongoing plans to meet the Sustainable Development Goals (SDGs).
